The U.S. Department of Energy has approved Texas’ request to use more than $218 million worth of stimulus funds to help state and local governments cut their energy consumption and reduce greenhouse gas emissions.

The funds will be administered by the State Energy Conservation Office — which is overseen by Texas Comptroller Susan Combs. State agencies, local governments, school districts, public colleges and universities, public hospitals and municipal utilities will be able to apply for money to fund energy-saving upgrades and installations.

About $30 million in grants will help public entities install renewable-energy technologies, such as solar, wind, biomass, hydroelectric and geothermal projects. The state will also use $6 million in stimulus funds to partner with the Texas Workforce Commission to train workers for the renewable-energy industry and $5 million on energy education and outreach.

President Obama’s economic team released an upbeat employment forecast yesterday that predicted robust jobs growth in the health-care and clean-energy sectors, and a recovery in manufacturing positions over the next decade. The report says that “green” jobs, such as environmental engineers and scientists, would grow by 52 percent between 2000 and 2016

Renewable energy pioneers Cannon Power Group announced today the closing of the sale of Phase I of its Windy Point/Windy Flats project in Goldendale, Washington to Tuolumne Wind Project Authority, a California joint power powers agency formed by the Turlock Irrigation District and Walnut Energy Center Authority. The 136.6 megawatt (MW) wind energy project will be referred to as the Tuolumne Wind Project. The Windy Point/Windy Flats project is creating more than 150 local jobs for the next two years in everything from office administrators to technicians, and hiring nearly 75 percent of the employees from the Klickitat County area.

Mascoma Corporation to build Ethanol plant in Kinross Michigan. The current timetable calls for construction to begin at the end of March or early April of 2010. Projections call for somewhere between 150-200 construction jobs over a two-year period to build the facility. Once the work is complete, it will take 50-60 employees to operate the facility with another 500-700 jobs anticipated in various capacities such as loggers, truck drivers and support staff for these operations to feed wood into the ethanol plant.
